The 1945 Municipality Act legislation made possible the creation of Special Services Districts. Philadelphia's Special Services Districts are areas within the city where local businesses and residents have the authority to tax in order to use those taxes to provide desired services to the area such as extra security, sanitation, and beautification.

The South Street Headhouse District continues to be a proud example of this City Service by providing several fundamental services for its neighbors and businesses.

Our work is dedicated to:
-Overseeing all zoning issues within our district to ensure a safe, enjoyable community.
-Providing several key programs to make sure that our streets and sidewalks are safe and clean.
-Working with businesses and residents to make the South Street area an enjoyable area to live, work, and play!
